What makes an apology actually work?

Four parts, in order. Name the specific thing you did. Own it with no “but” — the word deletes everything before it. Show you understand how it landed for them. Then say what you will do differently, concretely rather than “I will be better”. Avoid “I am sorry you felt that way”, which apologises for their reaction rather than your actions.

Is sending an apology as a link a cop-out?

It is if you use it to avoid a conversation you owe someone.
